Product manufacturing is extensively regulated by law and is subject to regular audits by the authorities. In addition to the legal requirements, Fertilizers Europe has issued several Best Practice Guidelines (link to General publications) which the members are expected to follow.

New products, whether brand new or improvements to existing products, must comply with a number of legal requirements before they can be commercialized. This relates to the composition of the product and impurities, SHE in production and storage, the health aspects of handling the product, and environmental impacts.
Fertilizers Europe has established a Product Stewardship Program for fertilizer companies. The program specifies best practice operations for management of safety, health, environment and security in sourcing of fertilizer materials, fertilizer production and storage, and in the supply chain to the farmer. It covers mineral fertilizers, their raw materials and intermediate products. Fertilizers Europe is also issuing advice on the correct use of fertilizers, called Nutrient Stewardship.
